In Ontario, law requires every commercial vehicle operator to be registered with the Ministry of Transportation (MTO). This is called the Commercial Vehicle Operator Registration (CVOR) and each fleet is assigned a CVOR number.

Accordingly, the Ministry regulates and oversees each operator's safety record to ensure that only safe, good quality vehicles and drivers are permitted to operate.
